The Carroll County Environmental Services is the branch of County government that handles sewer and water services for the County. It is headquartered at the main plant, Malvern Water Pollution Control Center, (MWPC), formerly BTM Sewer District, and is a wastewater treatment plant with a capacity of .800 million gallons per day (mgd) servicing the Village of Malvern, Lake Mohawk Subdivision, and portions of Brown Township. This facility utilizes the Big Sandy Creek stream for its effluent flow. We also maintain a satellite plant located in Carrollton, Ohio.
History
The original facility and collection system was completed in 1979. Prior to that, the area was serviced by individual septic systems. The Lake Mohawk subdivision installed a central sewer system in the late 60’s but only serviced a limited number of users. In 2001, a $5.4 million improvement project was completed on the plant (at the MWPC facility) and the collection system was expanded to take in the Lake Mohawk subdivision. This treatment facility was expanded from a capacity of .350 mgd to .800 mgd. Treatment techniques were increased to double the flow capacity but treat to a lower concentration. The original plant equipment was removed and the tanks were converted to other uses.
Present
Personnel are responsible for operation and maintenance of the treatment plants, 200 pump stations, 36 miles of force mains, 16 miles of gravity mains and 11 miles of an underground electrical distribution system and a laboratory. The goals of the personnel are to maximize efficiency and treat waste to the highest degree possible exceeding the effluent limitations as specified in the EPA National Pollutant Discharge Elimination System (NPDES) permit.
Treatment
The MWPC is required to treat wastewater to a secondary level of treatment. The extended aeration activated sludge process is utilized to treat wastewater. Treatment plant components consist of a shaftless spiral fine screen, aeration that includes centrifugal blowers with fine bubbler diffusers; circular center feed final clarifiers, continuous backwashing tertiary filtration, and ultraviolet disinfection and cascade aeration. The existing 1979 treatment plant was converted to aerobic sludge digestion and sludge storage. Sludge is digested and turned into biosolids (fertilizer) and land applied by plant personnel assisting farmers with valuable ingredients for crops. Satellite facilities treat wastewater in a similar way except all biosolids are hauled to the MWPC for treatment.
