Council History

March 1996 The Carroll County Family and Children First Council was formed by the mandated players.
September 1996 Coordinator hired (Don Rice).
First Strategic Planning Session - see list of initiatives.
October 1996 Grant submitted for CARAVAN (Carroll County Transit).
Planning begins for first Wellness Block Grant (WBG) activities for SFY’97.
January 1997 Activities begin as part of WBG - PFCS, Solid Rock, Carrollton H.S., and Malvern H.S.
CARAVAN begins operation.
October 1997 WBG continues with Solid Rock, STRIVE, Project Reality, and Malvern H.S.
Second Strategic Planning Session - see attached list of issues and initiatives.
October 1998 WBG I continues with STRIVE and Project Reality.
Planning for WBG II begins.
Planning for Early Start (ES) and Welcome Home Initiative (WHI) begins.
Participation with DJFS Community Planning Council begins.
December 1998 Early Start and Welcome Home Initiative begin.
January 1999 WBG II begins with the FAST Program (PFCS).
CARAVAN becomes independent Carroll County Transportation.

October 1999

WBG I continues with Project Reality.
Planning for Workforce Investment Act begins.

March 2000 WBG II funds Carrollton and Malvern programs.
June 2000 Youth Employment Services (YES) begins
July 2000 Family Stability Incentive Fund (FSIF) begins.
Employment Preparation Program (EPP) begins.
October 2000 WBG I continues with Project Reality and YMCA. WBG II decided on Dr. Guarendi, Community Professional Days, etc.
ES Transition begins.
