Carroll County Needs Assessment

During the spring and summer of 2002, the Institute for Local Government Administration and
Rural Development (ILGARD) helped Family and Children First examine the needs of local families.

Surveyors brought together published demographic information (2000 U.S. Census, Ohio state agencies) with four approaches to gather information directly from residents in Carroll County.

By phone, written survey, interviews, and seventeen focus groups, we asked teens, parents, and others about their experiences and their perceptions of the strengths and challenges of raising children in Carroll County.
